ABOUT US
Parkville Management
Parkville Management is a neighborhood real-estate development and management company, owned and operated by long-time Hartford locals, creating spaces and places in which the Greater Hartford community can not only live, but thrive.
Our Story
Whether you know us as Westside Property Management or Parkville Management, our aim has always been to provide the Hartford community with beautiful, safe, and inclusive spaces to live, work, and play.
Parkville Management was originally established as Westside Property Management in 1989, with select residential properties in Hartford, Cromwell, West Hartford and Wethersfield. Over the last 30+ years, the company moved into commercial and mixed-use spaces and now owns over 1M square feet of residential and commercial properties, with a majority of its holdings in the Parkville neighborhood. This includes Pope Commons, Whitney Manufacturing, and the newly opened Parkville Market—Connecticut’s first food hall.
Founder & CEO
Carlos Mouta is the Owner and CEO of Parkville Management, which he established in 1989, after various roles at the Hartford Courant and the The Hartford Insurance.
An immigrant from Mozambique, Carlos moved to the United States in 1975 and his family settled in the Parkville neighborhood, where he lived for 10+ years. Mouta has a passion for converting industrial properties, like the former Gray Paystation Telephone Company, Columbia Bicycle Factory, Hartford Rubberworks and more, into mixed-use buildings where locals in the community and the Greater Hartford Area can find a home for their businesses, passions, or everyday lives.
Carlos remains an active member of the Hartford community, serving on the boards of the Parkville Business Association, Metro Hartford Alliance, and Connecticut Children’s Hospital. He continues to be deeply involved in other community programs, such as the Boys & Girls Club of Hartford, Neighborhood Revitalization Zone, and Parkville Senior Center.
Talk around town
” ‘Carlos Mouta is one of those rare people who combines vision with the ability to get things done,’ said Mayor Luke Bronin, who was present for the ribbon-cutting on the market back in 2020. ‘We’re very fortunate to have a partnership where a private property owner, investor and developer shares the city’s vision for what’s possible in the neighborhood.’
[Bronin] credits the market with becoming in a short time not just a citywide institution, but a regional draw.”
+ + + +
“Developing the Parkville Market has been an arduous task, but Mouta is still finding time to dream up other ambitious projects in the neighborhood. For example, he and New Britain toolmaker Stanley Black & Decker are working to open an advanced-manufacturing hub in one of Mouta’s vacant Parkville buildings.”
